What does the "+/- 5%" on a beaker stand for?

It means that the lines on a beaker that indicate volume are only accurate to within +/- 5%.  For example, if the water is filled to the 100 mL line on a beaker, the actual volume may be somewhere between 95 and 105 mL.  For this reason, it's always best to use a graduated cylinder to measure volume.
